Submittable is just a middle-man that many magazines use for their submissions. Some magazines charge, some not. To say "Yes, unfortunately, to submit your work through Submittable, you need to pay $3 per submission" is wrong. I've been using Submittable for years for free to submit to all kinds of journals that do not charge a submission fee.
